Lupines:
When found within the city, in territoies held by a Kindred, they are to be slain by any Kindred able to do so. The sole exception shall be within the grounds of Terminus, which shall be neutral ground.
Fae:
None shall be permitted to strike the Fae, unless they first strike against you. To do so shall break the accord of peace and bring war between us, but should you be attacked, you are permitted to defend yourself by any means that do not breech the Masquerade. Once more, Terminus shall be neutral ground
Are we to assume that the Fae and Lupines are also held to this accord,that is are we safe to enter Terminus without fear that we will be struck down by one of the Puppies or Tinkerbells who has decided they dont like us. Will they also consider it neutral ground?

I've spent a lot of time in Terminus since I arrived in this city. Nobody steps out of line in there. I don't know whether it's because everyone likes to have one safe place in the city or because Lucien's reputation is just that damn fearsome, but no supernatural violence ever happens in that club.
